I thought that the only non-citizens granted the MOH were the Unknown Soldiers of Great Britain, Belgium, France, Italy, and Romania. In US cases, citizenship is conferred before the MOH is awarded. I might be wrong? Another question is how many civilians were awarded the MOH during the Civil War? Paul
