Enlisted US Marine were authorized to wear the Marine Collar Emblems on their uniforms, up until then, only Officers were authorized to wear Marine Collar Emblems. Which battle was this?

Im pretty sure that President Roosevelt issued the enlisted men to wear the EGA on their collar while visiting the Western Front after the Battle for Belleau Wood to honor the terrific job that the men accomplished.

Alex is correct, FDR was the Sec of the NAVY then, and it was for Belleau Wood.
